AGRIBUSINESS CREDITING RULES TO CHANGE IN RUSSIA

The rules of providing reduced-rate agricultural credits may change in Russia. The draft order to this effect was prepared by the Ministry of Agriculture. The key suggestion is to lower the size of preferential credit subsidizing to 50% of the key rate of the Bank of Russia. Currently, higher support is available for a number of priority areas of agricultural development: credit rates are subsidized at the level of 70% of the Central Bank's key rate. As follows from the explanatory note, the Ministry of Agriculture is making corrections to budgetary commitments within the specified limits. The Ministry points out the absence of additional funding sources and the deficiency of the federal budget resources necessary for preferential crediting. Two options are possible in such conditions: the transfer of some preferential credit agreements to commercial rates, or the decrease of subsidizing to 50% of the key rate. Starting from 2024, agricultural preferential credits are bound to the key rate of the Central Bank. 250 billion rubles were provided for subsidizing preferential credits in 2025, and 123 billion rubles in 2026.Source: https://rg.ru/2026/05/05/podgotovka-pochvy.html
