RUSSIA PLANS TO DEVELOP A METHODOLOGY FOR ASSESSING THE DAMAGE TO LAND CAUSED BY PPJ

The Ministry of Agriculture has confirmed plans to develop a separate methodology for determining damage to agricultural land, which will be applied, among other things, when assessing the consequences of applying by‑products of animal husbandry (BPA). In the current version, the application of substances to the soil may be considered as causing harm to the environment, which could create serious problems for farmers who use such types of BPA as manure, bedding, and others. To address this problem, a federal law has been signed, granting the Ministry of Agriculture the authority to develop a methodology for assessing harm to soils within agricultural land. The draft is due to enter into force in September next year. Since March last year, one of the exemptions has already been introduced for agricultural producers. PPAs have ceased to be considered agrochemicals, regardless of whether they have been processed or processed. This freed farmers from the procedures provided for the registration of these products. Last year, 14,377 notifications were received from 11,972 business entities regarding the classification of substances as PPD. The volume of such products amounted to 226.5 million tons.
