ELECTRONIC WAYBILLS HAVE BECOME MANDATORY

As of September 1, 2026, electronic waybills will be mandatory for commercial road freight transport, in accordance with Federal Law No. 140-FZ. This transition applies to all types of cargo, including grain and perishable goods. Paper-based waybills will no longer be recognized as valid documentation for commercial shipments. Furthermore, every shipment of grain must be recorded in the Federal State Information System for Grain (FGIS "Zerno"). This system ensures the traceability of cargo fr om the field to the end consumer and is integrated with grain elevator and port infrastructure. Carriers are required to configure their document management processes and integrate with the system to ensure each shipment is properly documented. A significant legal aspect is Article 796 of the Civil Code, which establishes a presumption of carrier liability for cargo damage—a provision that also extends to grain shipments. Given the current situation in the southern regions, wh ere grain is often stored in open areas while awaiting loading, the risk of spoilage has increased. Consequently, cargo insurance for road transport is no longer merely an option; it has become a standard risk consideration for carriers.
