LANDS BEING INVOLVED IN TURNOVER

Work with unused agricultural lands was discussed at the Collegium of the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor). Efforts will be concentrated on the development of the digital risk indicators allowing of a better detection of unused land plots, more active use of remotely piloted vehicles for control, and creating a single digital space in the agro-industrial complex. About 2.7 million hectares were returned to agriculture by means of measures taken by the service, and more than 300,000 ha of them were returned in 2025. Rosselkhoznadzor enforces the ban on unauthorized topsoil removal and destruction, controls the implementation of land improvement and soil erosion protection measures. More than 148,000 preventive measures were taken in 2025, 29,000 of which were the issuance of a warning about the impermissibility of violations. This mechanism allowed of reducing the number of lands withdrawn from agriculture on the area of 194,600 ha (of 300,000 ha). As Dmitry Patrushev has pointed out, it is necessary to develop digital risk indicators for the federal system of agricultural lands, which will allow for a better identification of unused lands.
