STATE DUMA PROPOSES TO INTRODUCE “PAYMENT HOLIDAYS” FOR FARMERS

Such a mechanism which is now used for self-employed persons and small and medium businesses is of a general nature. There are several issues which do not allow of the effective use of payment holidays for crop farming. In particular, this kind of help does not take into account the specifics of agriculture, is not tied up to crop failure, and does not solve the situation when a farm needs at least one more season to recover. Deputies think it necessary to provide growers with such special conditions in case of crop problems, as well as also drought, frost, and other natural emergencies. This measure is supposed to cover both reduced-rate credits for the agro-industrial complex and other credits obtained for agricultural activities. Important point will be the increase of the duration of such mechanisms from the current 6 months to one year. The deputies explained the necessity of this by the seasonal nature of agricultural activities.  They also propose to formalize such amendments in legislation.
