THE FGIS "SEED PRODUCTION" SYSTEM COVERS 75% OF MARKET PARTICIPANTS.

Starting in 2026, the mandatory registration of seed lots in the FGIS "Seed Production" system became a prerequisite for laboratory analysis and field inspection. Applications for field inspection must be submitted exclusively via the system's user portal no later than one month prior to the start of varietal assessment. Field inspection reports are issued electronically. Market participation covers approximately 75% of all seed-producing farms, with registered lots accounting for 55–60% of the total volume. This implies that 40–45% of seed lots move through informal channels lacking digital traceability. The system still faces technical issues: 8–12% of registered lots contain data errors, and server failures occur 3–5 times a month during peak load periods. Approximately 70% of market participants lack the digital literacy required to use the system independently.
