THE MINISTRY OF AGRICULTURE HAS PROPOSED A NEW PROCEDURE FOR SUBSIDIZING THE TRANSPORT OF PRODUCTS

The Ministry of Agriculture has drafted a bill establishing a new procedure for granting subsidies for the transportation of various types of agricultural products. Specifically, the proposal expands the list of goods eligible for such support. This includes two items from the sugar category: beet pulp and molasses, as well as mixtures of these products and bagasse. For all four of these items, the subsidy covers 12% of the actual transportation costs. Soybean and rapeseed oils have also been added to the list, with a subsidy rate of 12%. The subsidy rate for sunflower oil has increased from 24% to 30%, while the rate for "priority products"—a category that includes certain dairy items—has risen from 3% to 5%. The subsidy rate for legumes remains at 6%. For "core" (main) products, the compensation rate is set to decrease from 67% to 35%. The document also outlines specific conditions for the allocation of funds and defines eligible expenses. Notably, for shipments to certain countries, the subsidy coefficient has been raised from 0.5 to 0.7. The base compensation rate remains at one-quarter (25%) of actual transportation costs, while for priority products, it is set at 100%. A total of 15 billion rubles has been allocated for the agricultural transport subsidy program.
